    Politics politics mate. Have you ever heardof Politics before, where anything goes.

    IMHO, they've recommended a Yes vote but, there would have been some proviso with a way out attached to it, just in case.
    And if that proviso/clause was attached, well and good for Tony that made sure that it was.
