PLV will need capital to advance their various short term expansions particularly a full extension of the complete sea wall
Maybe they could fund this internally but if so I can't see how they could do the underground as well

So maybe it's the Koreans(or others) funding another joint venture to develop the underground project and fund the future transhipment developments to handle undergound production

Hard to see any real negative developments if as you say the Chinese equity has been sorted out
