May not make sense at first glance, however if a placement has interest at a particular price level they may have decided to go with what they know, rather then hold out for possibility of more only to fall to a similar fate as before. Like you said 'cornerstone investors are thin on the ground these days', all the more reason to go with what they know, IMO.
SI's want there entry at a time and price that will maximize their returns.
