Don't know why they need the money now.
My guess about the trading halt is that they fear a downward reaction to the news about Shell - not that it bad news, but it is not the 'drilling starts' tomorrow sort of announcement.
If the capital raising sets a price of around 7 cents, then they don't want a market price today of around 5 cents.
