    O/A,
    to brand every CR as bad is shortsighted. As u know, it depends on how the capital is used before u can determine its effect on the SP. Clearly, if the project to be funded is seen as adding more value than the CR then it will increase the SP.

    We need to see what the funds will be used for before making any judgements.
