I think it's more about the markets that they are close to.

Rare earths are going to be produced at a rate of 20,000tpa. That is to say that it would only half fill a single iron ore bulk carrier, and that's one of the little ones, the bigger ones it would fill one thirteenth of one boat. So shipping is probably not the biggest concern.

The phosphate and calcium products are the big tonnage ones and i'd expect them to be delivered to the market in the eastern states rather than exported. This makes SA closer to market than the NT.

Obviously they've also taken into account the skilled labour market.
