I suppose only time will tell, but my feelings are a hold up in finance on the scale they envisaged and maybe a interim production on a smaller scale. I would think they are under a bit of pressure from more recent larger investers to get things up and running as soon as possible. they had seemed pretty confident in the ability to raise funds in the past so this is the only guess prior to an official announcement I have. I wouldn't think they would shoot another nail into their own feet by some stupid short term arrangement. Lets hope they have the companies best interests at heart which is at the end of the day the shareholders. cheers.
