The announcement couldn't be more clear.
Sojitz has signed the agreement with LYC to purchase nearly all of the phase 2 production and it also wants a piece of the company.
the reason the stock was halted today was because management did not want to SP to go up further (MCP REE AVL All went up 7% plus yesterday because the chinese were no longer taking any offers for RE's until April). By halting the sp it stopped LYC from going up to 2.20 plus which would give us the impression that the company was issuing shares to Sojitz for a rip of price of probably below $2.
