It probably is a cap raising, but the things that make me think it might not be are:

• yesterday's events would seem completely contrived; share holders don't like feeling like they've been played


• pumping then a trading halt would be stupid; GS is not an idiot, a few hours of a higher share price will not affect the VWAP like a few days

That said, perhaps the lack of movement made them think the cat was out of the bag and they needed a trading halt...
