How can something be "over subscribed" if there was no prospectus stating number of shares on offer.
They can raise a maximum of $4m. If there was such a demand for these shares then the company would offer them at the highest price possible. This doesn't look like that is happening. So "over subscribed" - absolute rubbish.....
