My scenario:
The commission announces the handover of the report 1 - 2 days in advance, which then is passed to both the government and LYC.
LYC then will obtain a trading halt. The Malaysian government as the client will publish the report 3 - 4 days after receipt.
Meanwhile LYC receives the opportunity to prepare an appropriate statement, which will be published shortly after the publication.
After that trading halt will be suspended.
