That's a very...positive way to look at things? But I don't think that's likely.
Before the expiry every holder has a right, to get their share. You can apply for more but only the shortfall - from those SH who didn't take up their right, the left-overs will be re-distributed to the extra demand. So the chance of this relating to all rights being snared up is...extremely unlikely, just for the fact that it infringes my right.
