Think of it like an auction
Investors place bids (eg. $1m @ 1.40, $2m @ 1.39 etc...)
PDN will then take the highest bids which make up $70m & the price granted is the lowest of the highest bids taken.
i.e if the prices were:
1.4
1.39
1.38
1.37
1.36
And all the bids up to 1.37 (1.37 & higher) totalled $70m, that would be the cut-off & the final price for everyone is 1.37
