My best guess..

CB clearly wants Chinese involvement, so cross off Mitsu/Posco.
Gindalbie been making a lot of noise lately... i.e Ready to swoop on oakjee, planning new rail route etc etc.

This negates the FIRB rules.
There share price been playing funny games of late. Down on positive announcements etc.
