Maybe they were lead on by an unformal offer that wasnt binding and couldnt accept, why couldnt they just announce it straight away with no halt? Maybe it was too complicated. Maybe they are awaiting ministerial conscent or some sort of FIRB eqivalent approval.

Just seems out of the ordinary.
