I also am of the feeling that they wanted time to discuss with Glencore. 48 hours seems the right amount of time to me.
And I have also wondered if there's an outside chance that they may then extend the halt...I have been hoping they will...as to me it would indicate Glencore talks needing to go to a higher level.
However, most of the evidence points to Scott sticking to what he has always promised; JORC upgrade June 2012.
