my 2 cents, this is a an extremely good move by management.
They have just released the excellent results on a possible massive Tin resource (Big Wilson) but obviously have to prove it up.
Management are IMO very conservative, they know that the markets right now are at a tipping point, without 'intervention' from the FED&ECB there will be another big fall.
As you mention Fang, I am assuming its a fairly small raising, perhaps $6-8 Million, this will allow them to drill the hell out of Big Wilson (drilling does cost $$), whilst having a nice cash buffer to get the Riley and Livingstone DSO ore developments into production.
I am guessing it will be to Insto's only, it needs to be a quick Capital raising, nothing drawn out.. too risky.
