I thought the exact same thing and hope we're both wrong.
"...the outcome of project funding negotiations".
MYG are a company who like to use positive language in announcements and are very good at it, so i would have expected to see something like: "pending the release of details for the funding of Deflector."
As it stands, it sounds incomplete, like negotiations reached a point but generate the desired outcome.
