Two reasons why they move here but "who" it goes to and price will be a pretty good indication of how confident they are of hitting the juice. If it proves to not be commercial they will be trying to raise from a much lower base once the programs complete but on the flip side if they are extremely confident of success this is the point to load parties up with stock at what would be a gift price in hindsight from success.

Either way it's a prudent move to mitigate risk ahead of a significant event and keep the company in good health.
