The announcement specifically said that "Voyager is advanced in discussions which may result in a proposal to be put to Voyager's security holders". It could be related to Cliff Head because VOY needs to raise more cash to pay for its share of development. Some sort deal with another Perth Basin (Cliff Head) player? A straight capital raising? Placement to a larger player?
