Does the government want to put its applicants in the bext possible position to succeed? Surely they are aware on option expiry and what it means to esi if they are in the money. If they want to see esi's technology come to fruition surely they would do everything they could to help esi. Confirmation now IMO would get the options in the money by expiry date.
