Isn't the issue that IIN doesn't need FTTN provided:
1. They are happy just to target the 80%? of the market that resides in metropolitan areas.
2. The technology being deployed by IIN is capable of delivering or being upgraded to deliver speeds compatable with video on demand to this metropolitan market.
3. They are not charged excessive fees for access to TLS's copper
4. TLS doesn't prevent future access to this copper as part of FTTN roll-out.

Let TLS spend the 3bn. They should have continued with their fibre rollout back when they had the chance instead of investing in the dot com boom. Bad strategic decisions should have consequences, in this case TLS are now reliant on the ACCC/Govn to bail them out. I hope they don't. If IIN are able to target 80% of market with high speed broadband TLS options are limited if they want to keep their role as the price maker in the market.
