The announcement was always going to be around now.
The way he was talking a few weeks ago, it seemed clear that he did have the numbers.
Whatever is going on with CNNC - which is a mystery, lapses in a few days.
So it seems to be that he does have the numbers and is waiting until after 11 March to make the announcement.
