agree, its got to be cap raising.
The sp did not rise on recent positive announs. could be due to two reasons. 1. There would be an expectation that the ~$4m that would have been raised by options needs to still be raised. 2. In late dec. a pile of shares came out of escrow.Some of these would almost certainly have been sold into any strengthening sp.
It will be interesting to see how much sp does drop when details of raising are known. Given that there will now be development costs in Turkey suggest that OEL will want to be raising alot more that $4m.
