    in my limited experience, a trading halt ann. without any sort of explanation is usually a cap raising...see the THR trading halt ann. for an example of a trading halt that ISN'T a cap raising. The NIA recent halt would be another one, where there was no explanation but no mention of 17.1 either, and it wasn't a cap raising...

    so, the way I read CMO's halt, it looks like a cap raising...good luck with it....
