I'm only guessing but I think they need funds for SA. The company had a plan and a time line that put SA down the track. As noellyn saw first hand pressure was applied by shareholders to bring SA forward. They wouldn't have had SA on the backburner for nothing, they were probably hoping to develop it with funds from china.
