Have to agree it's more than likely a fund raising issue. Maybe around the 10 - 11C mark.
But even if they issue 90 - 100M shares this will only raise about $10M. Not ideal and it does dilute the shares considerably.
I'd like to think they would be debt financing as access to underground seems to be close.
