I can't see how they can raise $40M at a 1:1 at 5 cents as many investors wont double-up their risk in this company.

They need a corporate injection for a portion of the company and then offer shareholders who want to participate a rights issue. RSG has been in a trading halt for weesk but they seem to have put together a reasonable package. Fingers crossed CUO can do similar but the situatuon is not positive.
