That is the current market sentiment.

Here the danger is in exaggerating risk, and underestimating upside due to fear, selling and crystallising losses, and then missing out while you watch your investment gain traction and begin to soar.

Blind optimism is something which is not in evidence here.

This is not a reckless investing environment and regardless of claims to the contrary, investors are preoccupied with returns and impatient with a low shareprice.

They need to unpack the reasons for a low performing shareprice and understand it's not always going to reflect the risk v reward profile of the stock. IMO.
