Perhaps it is just a case of wanting to portray that the judiciary is carefully considering the application and not simply bowing to government pressure?
The judiciary is within it's right to suspend the licence to give it time to consider the legal arguments.
If the plant had started with its process and they decided that there was a legal argument against the process of issuing TOL, would that not make the judiciary look incompetent?
