Grade is still crud and you have two years of oxide production with pathetic recoveries (50% at a head grade of 0.6% is not going to cover the operating costs)plus hefty stripping ratios thereafter.
As for location benefit, the ports in the neighbourhood are not exactly set up for concentrate and the regular 5-10,000 tonners don't come here as regularly as Townsville=higher port charges, longer holding costs.
