The small lots are there because there is a computer breaking up an order in to small parts to execute throughout the day/week. Purpose being to minimise market impact and beat VWAP over a given period.
Anyone who can be sucked in by a 1-1000 share order on a 17 cent stock has far larger problems than bots.
