Your right ymav, and I'm not inferring that Fred Smith can just issue ADRs. What I am saying is that any time the price differential is sufficient and the demand is there, its the job of the market maker to create supply.
I agree however that $40k isn't likely to make it worth anybody's time but should demand pickup there is absolutelt nothing stoping them.
