Yes as per the following document in particular the early pages, GSM can dig rather than drill big excavations. I find the below document more useful than the actual Guyana Geology and Mines Commission (www.ggmc.gov.gy)

As for second point, I believe someone did ask this at the EGM, whether a possible JV could still exist despite the agreement between GPP and GSM - the answer in short was YES.
But of course work to be done over the coming months before this in my opinion
