My interpretation is if they are trying to lower the price they are usually trying to accumulate at that Lowe price, and pushing he price higher if they are trying to get rid of the stock - so they can sell at the higher price.
For GPP it seems to be the former. They've pushed the price down a few times today if you look through the transaction history.
