I'm not familiar with this area of the law, but I imagine that there'd be legislation that exists somewhere which aims to restrict these sorts of things from occurring.

If nothing else, it could come down to the author's intent when publishing their article; if they were aware that the information was not fact and reported this for the purpose of trying to manipulate the stock price (and in turn using that as a means of adding onto their own position) then they'd be in the slammer pretty quickly - Stratton Oakmont/Jordan Belfort, anyone?
