My memory is also a little hazy on the situation, but I think that NMDC were going to approve, but they were waiting on NLC first. NLC were ready to approve and then some dude got the sniffles and he couldn't make it to the meeting. Think they stalled for about another 6 months before finally approving. NMDC started their own stalling tactics after that.
To think we could have a plant built in India at this stage if old mate just went along to the meeting with a box of tissues instead of staying home.
