the issue is how to access existing infrastructure . China has a history of non cooperation between entities and even subsidiaries hence most independent or smaller gas producers ( small by China standards) have ended up building dedicated pipelines to industrial/ residential users even when the main pipelines run through their area.
that's the challenge going forward access to the market.
