Agreed Frack and his idea wont work either. A mining royalty of $10 per ton placed upon miners producing over 100 ton per ann could do the trick? But the Brazilian Gov would need to agree also? Only Governments could make the necessary changes needed but only if a will to do so exists? IMO.
