They discount the future cashflow. The cost of capital is almost irrelevant, as the debt is paid back in less than 2 years of cashflow. Very high IRR on this one.
The crazy thing is a discount rate mathematically makes cashflow past 20 years almost worthless. Work that one out! It's economic tripe.
