Basically if someone is accumulating they will use any legal trick in the book to achieve that aim at the lowest price possible .
It's just nice to see them accumulate from a higher base, probably because they are struggling to get them much lower...if nobody bought or sold shares for whatever reason, the price wouldn't move anywhere...
