when you are in the outside lane packed with cars moving slowly and more slowly than the inside lane and it becomes a transit lane for 500m, I would suggest it is easy not to notice.
If it had been moving freely when the other lane was packed I would have suspected something. I can guarantee that most of the other hundred cars were also infringing. Silly place really for a transit lane because it is only 500m long and half the cars turn left 200m after it ends. People dont like having to force their way into a peak hour traffic jam within 200m. So it is ignored by everyone and usually the police.
