traffic fine sent to old (wrong) address, page-8

I think that you have 14 days of changing address to notify the Drivers licence agency in your state - otherwise it is another offence.
If you were pulled over by the Police they should have written down the address on the sticker if it was there when you were intercepted. If not then they can't be to blame for not having the correct address.
The ticket does not go away. You will be sent further notices with admin fees being added to it. This will continue until it turns into a sheriffs warrant and they will get you in the end. Chances are the next letter will be sent to the current address which may be where you are now living.
If it is your first offence for many years I suggest writing a letter saying you admit the offence, you are very sorry and that it will never happen again. Ask for an offical warning for this offence. Be nice and it might save you whatever the fine is.
    Good luck
