    With respect, I think you are half right.

    We don't blame heroin addicts because they are vunerable people who find themselves in a dreadful situation they have been tempted into. I don't blame the refugees, they are victims. In their situation I would do the same.

    We both blame those who put temptation in their way. I agree that these seductors are analogous to drug sellers. They are creating a deadly risk.

    You see these as the providers of the boating service. I see the boat providers filling a demand that has been created by others. They are no more guilty than the renters of cheap hostel rooms to addicts. They didn't create the demand.

    Those who have created the demand, inadvertently but negligently, are those who set up a system to reward refugees for taking the boat trip. Our government is rewarding risk taking then wringing its hands when the inevitable deaths occur.

    While we reward risk taking desperate people will continue to take risk.
