Only you can answer that after going some research.
The WBT chart thread has some very good technical information about were we are right now after a 2 year long downtrend.
There is an old saying "it's not timing the market that's important, it's time in the market ".
If I had kept long term the first 5 companies I ever invested in my wealth would far exceed what it is today.
WBT is a company to keep long term so with that in mind anytime is right. If I could access capital tied up in a suspended company I own I would have doubled my holding last week.
