They really should take responsibility and voluntarily pay for their share of costs, including drilling, infrastructure, and commit to building a mine.

That would take off the burden of shareholders, investors and would give a confidence boost to all potential partners.
Any other way seem too complicated/ risky and a deterrent for the otherwise willing and interested parties.

there are other arrangements that help greatly such as the focus on shifting big money to the region through infrastructure developments which has been evident of late
