Vanguard don't own M&G or the Pru. M&G is the asset management arm of Prudential (PRU.L) - think Colonial First State to the Commonwealth Bank.
The common link is a fund manager called Graham French, who runs the M&G Global Basics fund http://www.trustnet.com/Factsheets/Factsheet.aspx?fundCode=MGAU&univ=U
but also runs the Vanguard Precious Metals & Mining fund on an outsourced basis, which is nearly (but not quite) a mirror of the Global Basics fund (at about 20% of the cost!). https://personal.vanguard.com/us/funds/snapshot?FundId=0053&FundIntExt=INT
Vanguard also own stock in CDU separate from this arrangement in their guise as one of the largest provider of index funds in the world.
They own north of 500k shares in CDU in funds other than the PM&M fund. (source-bloomberg).
However, they're all bundled up together in the same nominee acct (at Chase), so the Vanguard holdings are disclosed as a subset of the M&G holdings.
So Graham french controls 30m shares in CDU, and Vanguard (separately) control about 500k, for a total of 30.5m disclosed by M&G.
The Vanguard substantial notice contained no new information -it had already been disclosed in the M&G substantial of 27 Feb.
