Transurban is also basically a limited time company. Sometime in the future all of its toll roads will eventually be handed back to the respective governments. This will not happen tomorrow, in fact TCL seems to be very good at getting extensions and pushing these dates further into the future. Before that happens TCL needs to return all the shareholders investments that were used to build the roads.. A quick look at a TCL dividend statement will show that a significant part is "non tax assessable" - essentially a "return of capital"
