I've seen this in South America where they allow artisanal / small scale mining permits for up to 300mt a day. It's intended to allow locals to derive an income from the land.
So technically they could start removing DSO from Bekisopa under this licence, but the economics wouldn't work for export. Logistic costs are the biggest costs in CIF pricing for iron ore, which is why you need scale for these types of operations.
