Dont know the answer to your question 100% but I dont think FLT owes the customer the money back as they are just the agent in the transaction. But a related issue; Flight Centre (and other travel management companies) would be owed revenue from companies like Virgin and Hertz in the form of overrides or volume based incentives. They have probably been accruing for this income but would not have received the cash yet for a certain period (maybe up to the last 12 months in some cases)....
